The late Bailey and Annie Lee Duncan opened Duncan Funeral Home in 1954 at its current location, which was then 5806 Settegast Road. Together Mr. and Mrs. Duncan attended Commonwealth School of Mortuary Science. They owned and operated funeral homes in Cleveland, Livingston, and Houston Texas. After the passing of her husband, Mr. Bailey Duncan in 1959, Mrs. Duncan was left to run the business, for many years she successfully ran Duncan Funeral Home until her health failed. Mrs. Duncan was among one of the first black women in Texas to succeed in the funeral profession. She was a member of the Houston Funeral Directors and Morticians Association. Mrs. Duncan was also known for her generosity throughout her community by providing families in need with a funeral for their loved ones as well as an active member in her community. In February of 2002 Mrs. Annie Lee Duncan passed away leaving behind The Duncan legacy. Today Duncan Mortuary, Inc. is owned and operated by Mr. and Mrs. Jerry Allen and staff. Entrepreneurs themselves, Mr. and Mrs. Allen are dedicated to keeping the Duncan tradition alive.

The "Funeral Rule" was established in 1984 to ensure that all funeral homes, including Duncan Mortuary, provide customers with clear and accurate information about the products and services they offer. This includes providing price details over the phone upon request.
As part of the "Funeral Rule," Duncan Mortuary is required to offer a General Price List (GPL) to anyone who asks for it. This list includes various expenses related to funeral services, such as transportation to the cemetery in or around Harris County, as well as costs for viewing or visitation services.
Anyone who visits Duncan Mortuary at 5806 North Wayside Drive in Houston, TX and asks about funeral arrangements is entitled to receive a free copy of the general price list. This applies to all individuals, regardless of whether they intend to purchase funeral services or not.
